The ten models follow UkrAutoprom’s full-year 2025 top 10 imported used passenger cars by first registrations in Ukraine. We use the ranking only as a proxy for buyer demand; it does not claim that those cars came from the Baltics. Today’s availability and asking-price medians come only from current LT and LV listings on AutoPase. The statistics exclude the European dealer ads that AutoPase shows in its catalogue (the cars stand abroad). The medians are not adjusted for year, mileage, trim or condition; they describe current supply, not a like-for-like value ranking. The public Latvia search adds 631 cars from Germany in dealer ads to the market listings; the prices are the sellers’, import through AutoPase is optional.
UkrAutoprom— UkrAutoprom: top imported used passenger cars in Ukraine, 2025(checked 2026-09-26)
As checked on 26 September 2026, a non-resident can buy a car in Lithuania and export it. Driving it home requires 30-day temporary registration: the transit plate set is €9.26, while changing registration data and issuing a new registration certificate for an M/N vehicle costs €11.30; insurance and a €4.20 in-branch acquisition declaration are separate.
If a carrier collects the car and temporary registration is not needed, the Lithuanian seller files a unilateral transfer declaration within five working days; the buyer does not need a separate Regitra visit.
Every rule and fee links to Regitra, VMI or Lithuanian Customs with the same check date.
Search both markets with the same filters
Choose the model, year, fuel and price first, then switch between Lithuania and Latvia — otherwise you are not comparing like with like.
The advertised price is not the total purchase-and-export budget. Allow separately for condition, paperwork, insurance, export and delivery.
- Compare the same model and a similar year of manufacture.
- Check mileage, specification and disclosed damage.
- Save the listing and seller details before paying a deposit.
The ten-model demand set follows UkrAutoprom’s full-year 2025 first registrations of imported used passenger cars in Ukraine; it is a demand proxy, not evidence of Baltic origin or profit.

Before paying, check the VIN, plate and document chain
Pay only when the VIN matches the advert, car, registration document and contract, and the seller can prove the right to sell.
VIN checks apply to both markets. The plate-check link on this page supports Latvian plates only; check a Lithuanian car’s SDK (savininko deklaravimo kodas, the owner declaration code issued by Regitra).
- Match the VIN across every document and the vehicle.
- Check the seller’s identity and a representative’s authority.
- Put the full price, payment, mileage and known defects in the contract.
- Do not pay for a promise to supply missing documents later.

Check the SDK (owner declaration code), sign the contract and choose the export route
If you need transit plates, the car is temporarily registered in Lithuania: the buyer first declares acquisition and the seller then confirms the data.
Regitra recommends its contract with the SDK written in. The buyer files within five working days of the deal; the seller confirms within five working days of the buyer’s filing.
- Check that the SDK is valid before paying.
- Put the VIN, SDK, full price, mileage and known defects in the contract.
- For the acquisition declaration, have a passport or ID and contract or other title evidence.
- Decide in advance: temporary registration to drive or handover to a carrier.
Before the deal, the SDK can be checked in Regitra’s online search.
The buyer declares acquisition within five working days of the deal and the seller confirms within five working days of that filing; the buyer then receives a new SDK.
A foreign buyer needs the acquisition declaration only when the car will be registered or resold in Lithuania; transit plates are issued through temporary Lithuanian registration.
Regitra’s contract form records the SDK, VIN, registration document, mileage, inspection validity, defects, price and payment.
Regitra— Transporto priemonės pirkimo–pardavimo sutarties forma(checked 2026-09-26)
Choose 30-day transit plates or export without temporary registration
For self-drive, Regitra issues one 30-day temporary registration and transit plates. For a carrier, the Lithuanian seller can report the foreign sale and the vehicle is automatically deregistered.
Motor third-party liability insurance is mandatory for temporary registration. At the branch bring a passport or ID and the registration certificate or evidence of previous registration.
- Self-drive: new SDK, insurance, passport or ID and registration document.
- Carrier: record the handover in the contract; the seller files the unilateral declaration.
- Keep the temporary registration document or deregistration evidence for the destination.
Transit plates are issued once for 30 days; another set requires ordinary registration first. Third-party liability insurance is mandatory.
A transit plate set costs €9.26. Regitra states that this is the plates only: the registration document, data handling and insurance are excluded.

Without temporary registration, only the Lithuanian seller files a unilateral declaration within five working days; the old SDK is cancelled and the vehicle is automatically deregistered.
The CO₂ registration tax does not apply to a vehicle temporarily registered for up to one month and exported from Lithuania.
For a third country, file the electronic export declaration and retain IE599
A car permanently leaving the EU enters the export procedure: the export customs office comes first, the office of exit second, and an Export Accompanying Document travels with the car.
The declarant receives electronic exit confirmation as IE599LT. A destination inside the EU is not third-country export — check that country’s registration and VAT rules.
- Contract or invoice, registration and title documents.
- Export Accompanying Document and transport documents.
- Origin or restriction papers where the procedure requires them.
- Retain IE599LT for the seller’s VAT evidence.
Union goods permanently sent to a third country require an electronic export declaration; after the export-office formalities, the goods and Export Accompanying Document are presented at the office of exit.
The IE599LT message confirms actual exit from the EU or states that the goods were not released.
Declarations are filed through iMDAS; the exact data and attachments depend on the customs procedure, so confirm them with the declarant or customs representative.

Choose delivery after checking the documents and route
A carrier and self-driving are different jobs; ask for a written price and timing for the exact car, route and scope.
- Record who files the export declaration and receives proof of exit.
- Record the handover point, consignee and documents the carrier returns.
- For self-drive, check plates and insurance territory across the route.

VAT: not every exported car brings a 21% refund
The outcome depends on the seller and invoice scheme. A documented export outside the EU can qualify for 0%, but the buyer has no automatic right to receive 21% of the full used-car price.
A margin invoice says “Maržos apmokestinimo schema. Naudotos prekės” and does not itemise VAT on the margin. A private or non-VAT seller charges no VAT at all.
Any dealer deposit and repayment are contractual: agree the accepted exit evidence and deadline in writing before paying.
Lithuania’s standard VAT rate is 21%.
A margin-scheme sale may qualify for 0% under Article 41 of the Lithuanian VAT Law (PVMĮ) when the supplier or an eligible foreign buyer exports the car and the seller holds evidence.

The evidence taken together must clearly prove EU exit and identify the goods; IE599, a third-country import document and transport records can form part of that file.

Carrier or self-drive
There is no universal price or guaranteed timing: both depend on the route, vehicle condition, borders and customs scope.
Vehicle carrier
Also works for a car you will not drive. Ask for a written quote covering collection, insurance, customs representation and handover.
- Carrier identity and liability
- CMR or other transport document
- Who retains proof of export
Drive it home
You need valid transit plates, insurance, original documents and a roadworthy car. Check every route country before departure.
- Plate validity for the full route
- Insurance territory
- Originals required at the border and destination
We do not invent a delivery price or number of days. Compare written quotes for the same route and scope.

Rates and reliefs change, so we do not calculate duties. Check the authority’s current rules for the exact VIN, year and engine.

Buying a car in Latvia as a non-resident for export — what documents are needed?
The core set is the contract or invoice, registration certificate, CSDD export deregistration, transit documents if driven, export-declaration MRN and transport document. Ukraine’s current customs page also explains foreign deregistration, conformity evidence and the clearance process.

How much do export or transit number plates cost in Lithuania and Latvia?
In Lithuania the transit plate set is €9.26; registration, document and insurance are separate. In Latvia two plates and the card for a passenger car are €30.73; €3.02 deregistration, data verification, taxes and insurance may be additional. At CSDD, first deregister the car for export, then provide the data-verification certificate, registration certificate or foreign technical document, ownership evidence where needed, and a passport or ID.

Is it cheaper to buy a used car in Lithuania, Latvia or Poland for export?
We can compare only today’s LT and LV listings honestly. This dataset has no comparable live Polish prices, so we do not call Poland cheaper. Compare the same model and a similar year, mileage and condition, then add paperwork, delivery and destination charges.
How to ship a car from the Baltics to Georgia or Kazakhstan?

VAT refund when exporting a car bought in Lithuania — how does it work?
There is no automatic 21% refund. The seller and invoice scheme control the result: a margin invoice has no itemised VAT, while 0% on an extra-EU export requires evidence held by the seller. Agree any dealer deposit repayment in writing before paying.
